面对全球气候变化的挑战,我国提出了“双碳”目标,并迫切需要推动能源系统低碳运行。需求侧资源作为电力系统的重要组成部分,其优化运行和灵活互动对于实现这些战略目标具有关键作用。然而,目前的技术标准体系存在重要支撑标准缺失、现有标准与新兴技术的不适应、标准之间不衔接等问题,这些问题严重阻碍了需求侧资源在“双碳”战略中的潜在效益。为了应对这些挑战,本文深入分析了现行标准的不足,并基于此构建一个全面且协调一致的标准体系。本文的主要目的是为“双碳”战略背景下需求侧资源灵活绿色互动的标准化工作提供全面的技术指导和明确的方向指引,从而有效地支持“双碳”目标的实现。 |

In the face of global climate change challenges, China has proposed the Dual Carbon goals, urgently requiring the promotion of low-carbon operation of the energy system. As a critical component of the power system, demand-side resources play a critical role in achieving these strategic objectives through optimized operation and flexible interaction. However, the current technical standards system suffers from several issues, including the lack of essential supporting standards, incompatibility of existing standards with emerging technologies, and poor coordination among standards. These challenges severely hinder the potential benefits of demand-side resources in the context of the Dual Carbon strategy. To address these issues, this paper conducts a thorough analysis of the shortcomings of existing standards and, based on this, develops a comprehensive and well-coordinated standards system. The primary goal of this paper is to provide detailed technical guidance and clear direction for the standardization of the flexible and green interaction of demand-side resources under the Dual Carbon strategy, thereby effectively supporting the achievement of the Dual Carbon goals. |
